Baguio City is testing an artificial intelligence (AI)-powered platform designed to help entrepreneurs check zoning compliance before applying for business permits, as part of a digital transformation initiative supported by PLDT and Smart.

Developed through the telecommunications group’s AI-in-a-Box program, BIZ Checker allows applicants to determine whether a proposed business is permitted at a specific location based on the city’s zoning classifications and requirements.

The platform also features Rolly Bot, an AI chatbot that uses government documents and data to answer questions and make information about local requirements more accessible. During pilot testing, residents with varying levels of technology familiarity were able to access the system using their smartphones.

The tool aims to address common challenges in the permitting process, including incomplete documentation and discovering that a proposed business is not allowed at a chosen site.

AI mentorship supports local government innovation

PLDT and Smart, with support from PLDT Smart Foundation, Lenovo Philippines, and Microsoft, provided Baguio City with an AI access kit comprising a laptop, smartphone, connectivity device, and premium access to AI tools.

Selected city government personnel also completed a three-month AI mentorship and acceleration program to develop practical solutions for improving public services.

Pilot testing has identified areas for improvement, including requirements for businesses operating on government-owned properties. The city is also reviewing older zoning ordinances, requiring BIZ Checker to be updated as regulations change.

The development team is working to integrate the platform into regular government operations and establish plans for its long-term maintenance, funding, and sustainability. Human assistance will remain available for residents who need additional guidance or prefer face-to-face interactions.

Baguio City is among four local government units participating in the AI-in-a-Box mentorship program. Cebu City, Cabanatuan City, and the province of Lanao del Sur are also developing AI-powered tools for public service delivery.

Through the initiative, PLDT and Smart aim to help local governments apply AI to specific community needs, improve access to public information, and advance digital inclusion. The program also supports the United Nations Sustainable Development Goal 9 on Industry, Innovation and Infrastructure.
