PLDT Inc. has expressed its readiness to support the Philippine government’s data residency and digital transformation initiatives following the issuance of Executive Order (EO) No. 119, which establishes a framework for hosting and managing government data within the country.
PLDT Chairman and CEO Manuel V. Pangilinan said the company has invested for years in digital infrastructure to help secure government data and accelerate the country’s digital transformation efforts.
EO 119 is designed to strengthen data governance, improve the protection of sensitive information, and ensure greater control over government data. In response, PLDT highlighted its growing portfolio of data centers, cloud services, and AI infrastructure that can support public sector requirements for secure and compliant data hosting.
Victor S. Genuino, President and CEO of ePLDT and President of VITRO REIT, said the policy aligns the country’s data governance framework with the demands of the digital economy, emphasizing the importance of digital sovereignty, national security, and economic competitiveness.
Central to PLDT’s strategy is its VITRO data center network, which includes VITRO Santa Rosa, the country’s first AI-ready data center. The facility is designed to support cloud computing, artificial intelligence workloads, and mission-critical government applications.
PLDT’s data center business, operated through ePLDT and VITRO REIT, currently offers approximately 34 megawatts of live IT-ready capacity across multiple facilities nationwide, making it the country’s largest data center operator by live colocation IT capacity as of April 2026.
The company also highlighted its sovereign digital platforms, including Pilipinas Cloud and Pilipinas AI. Launched in 2023, Pilipinas Cloud was developed to provide a trusted environment for hosting sensitive government data and applications while complying with local data protection regulations.
Meanwhile, Pilipinas AI, introduced in 2025, serves as a sovereign AI solutions stack that enables government agencies and enterprises to deploy AI workloads while maintaining compliance with Philippine data privacy requirements and keeping critical data within national borders.
PLDT said these investments support the country’s ambition to become a regional hub for digital innovation as demand for cloud and AI technologies continues to grow. Supporting these services is PLDT and Smart’s integrated fixed and wireless network infrastructure, which spanned nearly 1.3 million cable kilometers as of the end of March 2026.
