Visa, LANDBANK introduce digital Government Purchase Card to modernize public sector payments

Visa and LANDBANK have introduced a new Government Purchase Card (GPC) that aims to accelerate the digitalization of government payments by replacing manual cash advances and reimbursement processes with a secure, digital payment solution.

The LANDBANK Visa Government Purchase Card is designed to help government agencies improve transparency, accountability, and operational efficiency through built-in spending controls, merchant restrictions, transaction monitoring, and customizable spending limits.

According to Jeffrey Navarro, Country Manager for Visa Philippines, the initiative supports the government’s push toward digital public finance by making transactions more secure, seamless, and transparent while enabling agencies to strengthen financial controls and deliver better public services.

The card will soon be complemented by an integrated digital expense management platform, scheduled for rollout in the fourth quarter of the year. The platform will automate key financial processes, including transaction capture, reconciliation, approval workflows, and reporting, providing agencies with real-time spending visibility, data-driven insights, and enhanced compliance.

LANDBANK President and Chief Executive Officer Lynette V. Ortiz said the expanded partnership with Visa brings global payment technologies to the Philippine public sector, supporting the National Government’s digitalization agenda while improving financial oversight and service delivery.

The new payment solution is expected to streamline procurement-related transactions such as low-value purchases, official travel expenses, and recurring government expenditures. The Bureau of the Treasury, which oversees the custody and disbursement of government funds through its 16 regional offices, is among the first agencies to adopt the LANDBANK Visa Government Purchase Card.

The initiative underscores the growing adoption of digital payment technologies in the public sector as government agencies modernize financial management systems through automation, enhanced security, and real-time expense monitoring.
