Gorriceta Africa Cauton & Saavedra (Gorriceta) and Quanby Solutions Inc. have signed a strategic partnership agreement to advance electronic notarization in the Philippines, marking a significant step in the country’s legal technology transformation.
The collaboration brings together Gorriceta’s expertise in technology law, digital transformation, and regulatory compliance with Quanby’s accredited electronic notarization infrastructure. Quanby is an authorized Electronic Notary Facility (ENF) Provider accredited by the Office of the Bar Confidant of the Supreme Court of the Philippines.
At the center of the partnership is the launch of NotarioPH by QLegal, an electronic notarization platform designed to support secure, accessible, and legally compliant digital notarization services.
Built in accordance with the Supreme Court’s Rules on Electronic Notarization, the platform integrates a range of advanced technologies, including secure identity verification, remote video notarization, electronic notarial certificates, blockchain-based document verification, artificial intelligence-powered document workflows, digital payment capabilities, and comprehensive audit trails.
The initiative addresses the growing demand for trusted digital legal services as businesses, government agencies, financial institutions, and consumers increasingly shift to online transactions. Electronic notarization is expected to streamline document authentication processes while maintaining the integrity and legal validity required in traditional notarization.

Meanwhile, Quanby Solutions CEO Maria Crisma Maxwell highlighted the role of accredited technology platforms in enabling secure and compliant digital services. She noted that the partnership combines legal expertise with certified digital infrastructure to help establish a more accessible and trusted legal ecosystem.
NotarioPH is designed to support the complete electronic notarization process, from identity verification and remote notarization to electronic certificate issuance and blockchain-backed document authentication. The platform also incorporates AI-assisted document intelligence while preserving the authority and oversight of commissioned notaries public.
As the Philippines accelerates its digital transformation efforts, the partnership is expected to contribute to the development of secure legal infrastructure that can support digital commerce, finance, real estate, government services, and other sectors increasingly reliant on electronic transactions.
The initiative also aligns with the Supreme Court’s broader vision of modernizing notarial services and strengthening trust in the country’s emerging digital economy.
