CIBI, CICC boost fraud detection through shared cyber intelligence

CIBI Information Inc. and the Cybercrime Investigation and Coordinating Center (CICC) have signed a memorandum of understanding (MOU) to strengthen public-private collaboration against financial fraud and increasingly sophisticated cybercrime threats.

Under the agreement, the organizations will explore the integration of legally shareable records into the Fraud Intelligence Data Sharing (FIDS) Network, an industry-wide initiative established by CIBI and Fintech Alliance.PH. The network enables participating institutions to securely share fraud intelligence, identify suspicious activity, and strengthen fraud detection.

The partnership aims to improve the flow of actionable information across financial institutions, government agencies, and other ecosystem participants. By combining intelligence from public and private sources, organizations can gain broader visibility into emerging threats and improve their ability to detect fraudulent activity.

The initiative comes as digital financial services continue to expand in the Philippines. Estimates from the Bangko Sentral ng Pilipinas indicate that approximately ₱15 trillion in credit flows through the country’s banking system, highlighting the need for stronger safeguards for consumers and financial institutions.

“Fraud is no longer an isolated challenge that institutions can address on their own,” said Pia Arellano, President and CEO of CIBI. “Threats today move across multiple platforms, organizations, and industries.”

CIBI said the FIDS Network differs from traditional fraud prevention approaches by allowing participants to contribute to and access a shared pool of intelligence. The addition of public-sector data could further expand the breadth of information available to participating organizations.

The network is designed to help institutions identify threats such as synthetic identities and suspicious activities while incorporating fraud intelligence into decision-making processes.

The CIBI-CICC partnership ultimately seeks to strengthen the resilience and trust of the Philippine digital financial ecosystem by encouraging greater collaboration and information sharing between public- and private-sector organizations.
