The Philippine Space Agency (PhilSA) and the Commission on Filipinos Overseas (CFO) have signed a Memorandum of Understanding (MOU) to strengthen collaboration on space science education, youth development, and overseas Filipino engagement in support of the country’s growing space sector.
The agreement, signed on June 18, 2026, by PhilSA Director General Dr. Gay Jane P. Perez and CFO Chairperson Dante Francis M. Ang II, aims to expand educational, cultural, and knowledge-sharing initiatives that encourage greater participation in space science, technology, engineering, and innovation.

The partnership will integrate PhilSA’s flagship Space Science Camp with several CFO programs, including the Exchange Visitor Program (EVP), Youth Leaders in the Diaspora (YouLeaD), and the Presidential Awards for Filipino Individuals and Organizations Overseas.
A key component of the collaboration is the engagement of overseas Filipino scientists, engineers, researchers, and technology professionals through the EVP. These experts will be invited to share their knowledge and global experiences to help strengthen the Philippines’ national space program while inspiring the next generation of Filipino innovators.
PhilSA Director General Perez emphasized that building a sustainable space program extends beyond developing satellites and infrastructure.

PhilSA Director General Dr. Gay Jane P. Perez emphasizes that the partnership with the Commission on Filipinos Overseas is centered on ensuring that the benefits of space science and technology reach and improve the lives of all Filipinos, including those living and working abroad, through education, collaboration, and innovation.
“Building a sustainable space program is not only about satellites, infrastructure, or technology. It is equally about cultivating an informed and engaged citizenry that understands how space science and technology can contribute to addressing societal challenges and creating opportunities for national development,” Perez said.
She added that the partnership reflects PhilSA’s commitment to ensuring that the benefits of space science and technology improve the lives of Filipinos, including those living abroad.
Meanwhile, CFO Chairperson Ang highlighted the agency’s role in strengthening the relationship between overseas Filipinos and the Philippines by creating opportunities for the global Filipino community to reconnect with their heritage while contributing their expertise to nation-building.

CFO Chairperson Dante Francis M. Ang II highlights the Commission on Filipinos Overseas’ commitment to strengthening ties between overseas Filipinos and the Philippines by creating opportunities for the global Filipino community to reconnect with their heritage, share their expertise, and actively contribute to nation-building through initiatives that support the country’s growing space and innovation ecosystem.
“This partnership brings our shared aspirations together. We hope to inspire overseas Filipino youth to appreciate Philippine achievements in science and technology, continue to engage Filipino scientists, researchers, engineers, and innovators abroad in supporting our country’s growing space sector, and foster greater collaboration between the diaspora and the homeland,” Ang said.
The collaboration is expected to create more opportunities for overseas Filipinos to contribute to the country’s expanding space ecosystem while promoting greater public awareness of space science and its role in national development.

By combining PhilSA’s science and technology initiatives with CFO’s global Filipino network, the two agencies aim to cultivate future space professionals, encourage international collaboration, and strengthen the Philippines’ long-term capabilities in the rapidly evolving space industry.
