The ASEAN Foundation has launched “Scam Ready ASEAN,” a major regional initiative aimed at strengthening defenses against online scams, as cyber threats grow more sophisticated in the age of AI and digital platforms.

Unveiled during the Google 2026 Online Safety Dialogue in Kuala Lumpur, the program is backed by $5 million in funding from Google.org and targets building scam resilience among 3 million people across Southeast Asia—one of the region’s largest digital safety campaigns to date.
The initiative comes amid rising cyber-enabled fraud fueled by rapid digital adoption, generative AI tools, and the expansion of online payments and social media. In 2024 alone, Southeast Asia recorded an estimated $23.6 billion in losses due to online scams, underscoring the urgency for coordinated, tech-driven responses.
Scam Ready ASEAN will deploy a “train-the-trainer” model, mobilizing 2,000 master trainers and partnering with 20 local organizations across 11 ASEAN member states. The program will deliver digital literacy modules and interactive tools, including gamified learning experiences, to help communities identify and prevent scams such as phishing, impersonation, and fraudulent online selling schemes.
In the Philippines, the threat remains significant, with authorities reporting ongoing arrests of scammers and money mules in early 2026. Despite regulatory measures like SIM registration, cybercriminals continue to evolve tactics, leveraging AI and coordinated digital campaigns to target users across demographics.
According to Dr. Piti Srisangnam, the initiative marks a strategic shift from reactive enforcement to proactive prevention, emphasizing community empowerment and cross-sector collaboration. Meanwhile, Sapna Chadha highlighted the need for a “whole-of-ecosystem” approach, combining secure technologies with public education to build trust in the digital economy.
The program aligns with broader regional efforts, including the ASEAN Anti-Scam Working Group established in 2024, reinforcing cooperation among governments, industry players, and civil society. A series of national and regional policy dialogues will further support knowledge-sharing and coordinated action against online fraud.
As scams become increasingly complex in the AI era, Scam Ready ASEAN signals a shift toward scalable, technology-enabled prevention—aiming to equip citizens with the skills and confidence needed to navigate digital spaces safely.
