Microsoft has appointed Caroline Foo as Country General Manager for the Philippines, as the technology giant steps up its focus on artificial intelligence (AI), cloud adoption and digital transformation in one of Southeast Asia’s fastest-moving AI markets.
Foo takes on the role after serving as Enterprise Commercial Director for ASEAN, where she led commercial and sales organizations across the region and developed extensive knowledge of Microsoft’s customers, partners and business operations in Southeast Asia.
In her new position, Foo will lead Microsoft’s Philippine business with a focus on accelerating AI and cloud adoption across industries, expanding AI skills development, and promoting responsible AI deployment supported by secure and well-governed technology foundations.
The appointment comes as Filipino workers demonstrate strong AI adoption. According to the 2026 Microsoft Work Trend Index, 25% of Filipino workers qualify as “Frontier Professionals,” representing the most advanced category of AI users, compared with 16% globally.
Microsoft said it will continue working with government agencies, enterprises, startups and partners to strengthen the country’s digital foundations, expand access to technology and build local capabilities needed for an AI-driven economy.
Foo said the Philippines has the talent, ambition and digital momentum to play a leading role in the AI era. She highlighted the importance of providing organizations with access to technology, skills and support while ensuring AI is adopted responsibly and delivers lasting economic and social impact.
