Representatives from PLDT, through its Asset Protection & Security Risk Governance (APSRG) Group, together with members of the National Telecommunications Security Council (NTSC), formally launch “Oplan Balikatan,” an industry-wide initiative to strengthen collaboration in protecting telecommunications infrastructure. Joining the event are corporate security professionals from PLDT, Smart, Globe Telecom, DITO, and Converge ICT Solutions, along with officials of Barangay Upper Bicutan, Taguig City, led by Barangay Chair Francisco Sunga (8th from right, in blue), underscoring the shared commitment of the telecommunications industry and local communities to safeguard critical network infrastructure and ensure reliable digital connectivity.
PLDT, through its Asset Protection & Security Risk Governance (APSRG) Group, has launched ‘Oplan Balikatan’, a nationwide initiative aimed at strengthening collaboration among telecommunications companies, local government units, and communities to protect critical telecom infrastructure.
The program is being implemented through the National Telecommunications Security Council (NTSC), an industry alliance established in 2021 and composed of security leaders from PLDT, Smart, Globe Telecom, DITO, Converge ICT Solutions, and other stakeholders. The initiative expands PLDT’s existing Bayanihan campaign by encouraging stronger partnerships with barangays to help deter cable theft, vandalism, and other threats to network facilities.

As part of the pilot implementation of “Oplan Balikatan,” the National Telecommunications Security Council (NTSC) turned over Barangay iProtect equipment—including reflectorized vests, security batons, handcuffs, and coffee mugs—to support the patrol operations of the Barangay Upper Bicutan police force. Present during the turnover were PLDT representatives led by GMM South Asset Protection Division (APD) Head Willie S. Antalan Jr. and Security Risk Management Head Lucky Arjay V. Macapilit (first and second from left), Col. Jaime Fernando Hidalgo (Ret) of DITO (rightmost), and Barangay Upper Bicutan officials headed by Barangay Chair Francisco Sunga and Kagawad Arvin Penolio (third and fourth from left). The initiative highlights the telecommunications industry’s collaborative effort with local communities to help safeguard critical network infrastructure.
The pilot rollout was held in Barangay Upper Bicutan, Taguig City, where NTSC members met with local officials and security personnel to discuss infrastructure protection and community-based security measures. The council also donated patrol equipment, including reflectorized vests, security batons, handcuffs, and other Barangay iProtect items to support local law enforcement.
PLDT said the initiative promotes closer coordination between industry players despite market competition, recognizing the shared responsibility of safeguarding telecommunications networks to ensure uninterrupted connectivity and digital services.
The company added that the program supports the development of resilient digital infrastructure while aligning with the United Nations Sustainable Development Goals, particularly those focused on innovation, infrastructure, and sustainable communities.
