Metro Cebu is accelerating its digital transformation efforts with the rollout of PLDT and Smart’s AI-in-a-Box (AIAB) program, an initiative designed to help local government units (LGUs) harness artificial intelligence to improve public service delivery.
The AI-in-a-Box program provides participating LGUs with a package that includes a laptop, smartphone, Smart connectivity device, and premium access to AI tools such as ChatGPT. The initiative also offers training and mentorship to help government personnel identify and develop practical AI applications for local governance.
Cebu City officially received its AI-in-a-Box package during a ceremony at City Hall, with Mayor Nestor Archival accepting the kit from PLDT and Smart representatives Roby Alampay, First Vice President and Head of Public Engagement and Corporate Communications, and Stephanie V. Orlino, Assistant Vice President and Head of Stakeholder Engagement.
The program has also been extended to Lapu-Lapu City and Talisay City, with key personnel from the three LGUs completing specialized training to strengthen their AI capabilities and explore technology-driven solutions for government services.
According to PLDT and Smart, the initiative aims to enable more citizen-focused, efficient, secure, and innovative public service delivery through responsible AI adoption.
Cebu City is among the first four pioneer cities selected nationwide for the program and serves as the sole representative from the Visayas region. The city will participate in a mentorship and acceleration program supported by the PLDT-Smart Foundation, helping local offices transform AI concepts into deployable solutions that address community needs.
Mayor Archival welcomed the initiative, highlighting its potential to help Cebu City deliver faster, more efficient, and more compassionate services through innovation and AI technologies.
The AI-in-a-Box rollout forms part of PLDT and Smart’s broader digital inclusion efforts, promoting the adoption of emerging technologies in local government. The program is expected to serve as a model for AI-powered governance that can be replicated across other provinces and cities nationwide.
